Public Transport

  Oslo Metro and Greater Oslo Public Transport participate in a European benchmarking club called "Benchmarking European Services of public Transport". The aim of the benchmarking exercise is to learn from each other in order to:

Increase public transport travel in European urban regions

Strengthen focus on customer needs, demands and expectations

Create a learning process based on perceived quality

Establish a professional network

Promote public transport by offering an open dialog on the development of public transport.

Public Administration

Statskonsult, a public consultancy, has recently published a report (1999) which examines the role of benchmarking in public administration. They argue that many public sector departments have been 'benchmarking' for several years, although the term 'benchmarking' has only recently been used. The Norwegian national Insurance Service, the Directorate of Taxes, the Public Roads Administration, and many more public sector administrations systematically collect information from their subsidiaries in order to compare and improve productivity and performance.

Statoil Benchmarking Scheme

Statoil, the Norwegian State oil company, has since 1993, participated in a global procurement and supply chain benchmarking scheme with some 200 other oil companies. As a result of this benchmarking initiative, Statoil has developed an on-line strategic self-assessment system that enables Statoil's individual procurement units to benchmark their own work processes. Based on the benchmarking results and their own priorities, they are able to establish an action plan for the implementation of best practice.

The Norwegian Water Resources and Energy Directorate (NVE)

NVE is the regulatory body for the Norwegian electricity market. Its mandate in regulating the electricity industry is in essence to regulate the regional mains operators in co-operation with the Ministry of Oil and Petroleum. Since 1994 NVE has collected performance statistics from about 200 Norwegian electric utilities. On the basis of this data, NVE has developed its own analysis tool for benchmarking.
